The Canadian Council on Animal Care (CCAC) is a national organization responsible for setting and maintaining standards for the care and use of animals in science in Canada. It establishes ethical guidelines for the use of nonhuman animals in laboratories, with the aim of preventing unnecessary harm.
The CCAC was established in 1968 by the National Research Council at the request of the Medical Research Council. Its original purpose was to investigate the care and use of experimental animals across Canada, with a mandate to improve animal care and use on a national basis. It operates as a non-legislated, participatory peer-review system. Institutions involved in experimental animal care and use in Canada are expected to follow its standards and guidelines when they participate in its certification program.

The use of animals in research, teaching, and testing is acceptable only if it promises to contribute to understanding of fundamental biological principles, or to the development of knowledge that can reasonably be expected to benefit humans or animals. Animals should be used only if the researcher’s best efforts to find an alternative have failed. A continuing sharing of knowledge, review of the literature, and adherence to the Russell-Burch ‘3R’ tenet of ‘Replacement, Reduction and Refinement’ are also requisites. Those using animals should employ the most humane methods on the smallest number of appropriate animals required to obtain valid information.

The 3Rs form a foundational ethical framework in modern animal research and are central to the CCAC’s standards. First proposed in 1959 by scientists W.M.S. Russell and R.L. Burch in their book The Principles of Humane Experimental Technique, the principles aim to minimize animal harm while still allowing scientifically valid work to proceed.
- Replacement refers to methods, strategies, or approaches that avoid or replace the use of animals in research, teaching, or testing whenever possible. This can include absolute replacement (using non-animal systems such as computer models, cell cultures, organ-on-a-chip technology, or human volunteers) or relative replacement (using animals with a lower capacity to experience pain or distress, such as certain invertebrates instead of vertebrates). Researchers are expected to thoroughly search for and adopt such alternatives before proposing any animal-based work.
- Reduction focuses on minimizing the number of animals used to the smallest number that will still produce statistically valid and scientifically reliable results. This involves careful experimental design, the use of appropriate statistical methods, sharing of data or tissues among researchers, and avoiding unnecessary duplication of studies. The goal is to obtain the necessary information without using more animals than are strictly required.
- Refinement means modifying any procedures or aspects of animal care so as to minimize pain, suffering, distress, or lasting harm, and to improve animal welfare. Examples include the use of appropriate anesthesia and analgesia, less invasive techniques, improved housing and environmental enrichment, better handling methods, and the establishment of clear humane endpoints (criteria for ending an experiment early if an animal experiences unacceptable suffering). Refinement applies throughout the animal’s life in the research setting, from housing and husbandry to experimental procedures and the end of the study.
Together, the 3Rs require ongoing literature review, sharing of knowledge, and a commitment to continuous improvement. The CCAC expects institutions and researchers to apply these principles rigorously as a condition of ethical animal use.
To monitor compliance, the CCAC sends assessment panels to research institutions such as colleges and universities. These panels meet with staff, interview investigators, and observe procedures. When standards are not met, the CCAC typically issues recommendations, often related to housekeeping or facility maintenance.
In Canada, research involving vertebrates or cephalopods must follow CCAC standards when conducted by institutions that participate in the CCAC’s certification program. This includes federally funded institutions — for example, the Nappan Experimental Farm (also known as the Nappan Research Farm), operated by Agriculture and Agri-Food Canada — and some private companies. Private companies that do not participate in the program are not required to adhere to CCAC standards.
From its founding in 1968 until 1994, the CCAC was funded entirely through annual grants from the Medical Research Council and the Natural Sciences and Engineering Research Council, two of Canada’s major granting agencies.
Looking ahead, there are grounds for cautious optimism that the CCAC may take more proactive steps to broaden its reach and strengthen oversight. Its Strategic Plan 2026–2031 focuses on three interconnected goals: strengthening organizational resilience (including securing sustainable federal funding and deepening engagement with government and stakeholders), optimizing program delivery through modern technologies such as AI, and enriching support for program participants with better tools, clearer guidance, and expanded engagement. The organization continues to strive to enroll all Canadian institutions with animal-based science programs and actively encourages voluntary participation by private companies and other non-traditional entities. Complementary efforts—such as a multi-phase transparency initiative, revised ethics principles scheduled to take effect in 2030, updated categories of welfare impact, and a more detailed animal-use data reporting system—aim to improve accountability, public trust, and the consistent application of high standards. While these measures do not create mandatory legal authority over non-participating private companies, they reflect a clear intent to expand influence, support more institutions in joining the program, and foster a stronger national culture of ethical animal care and use.
